I do not believe that a property can be nominated for inclusion in the National Register without the Owner’s approval.

Hello everyone - I was wondering if anyone had experience listing a property on the National Register without the approval of the owner. We are looking at protecting an old mill building that we believe is historically eligible but the owner has shown no interest in signing on to a nomination. Thanks,
