I recommend taking a look at the process for nomination. The “Listing and Ownership” section of the national register process states that “a property will not be listed if, for individual properties, the owner objects, or for districts, a majority of property owners object.” Link provided, but you’ll need to scroll down to the appropriate section https://www.nps.gov/subjects/nationalregister/how-to-list-a-property.htm
Other information contained in the same section relative to the fact that a listing places no restrictions on what a non-federal owner may do with their property, etc., may help educate the disinterested owner if such things are of concern to them.

Hello everyone - I was wondering if anyone had experience listing a property on the National Register without the approval of the owner. We are looking at protecting an old mill building that we believe is historically eligible but the owner has shown no interest in signing on to a nomination. Thanks,
