Brookline’s Demo Delay law has a demolition by neglect clause which could be applied in such a case.

The building inspector has said that, due to the condition of the building, it is a health and safety danger to the public and that if the historic district committee doesn’t vote to demolish, he can order it to be taken down. The building has various unsafe conditions on the inside, with failing plaster due to a hole that previous owner intentionally poked through the roof, and rodent droppings on floor. However, the windows and doors are in tact and prevent entrance from the general public.
