We have four in Springfield:

* Our Lady of Hope LHD
* Immaculate Conception LHD
* Willys-Overland LHD
* National Needle Building Local Historic District

All four were passed while demo delay was in effect.

With the National Needle district, the owner initially objected, but when the vote came he said he was "not opposed".

With the Willys-Overland district, the owner didn't support it, but he didn't show up to contest it, if I remember right.

The Our Lady of Hope district was challenged in court by the Roman Catholic Diocese of Springfield. They lost:

The basis for challenge was on religious grounds, the argument was not that the designation was some form of property taking.
