The Randolph Historic District Study Committee came up with a proposal as part of our proposed local historic district ordinance which would have provided small low interest loans to property owners or businesses within the proposed historic district for the purposes of properly maintaining the exterior of their homes conformity with the rules of the district. If the owners remained on the property for a certain number of years the loan became a grant. While this proposed grant program was not adopted as part of the historic district ordinance, we hope that we can get it added as an amendment once the current covid crisis is over.

Does anyone know of a community in Massachusetts other than Cambridge which has a program to provide small grants or loans to private owners of historic properties for either restoration or renovations, funded by CPA money? I'm focused on a program administered by a city or town, as opposed to occasional requests from private property owners for CPA funding.
Cambridge has a program which is run by the Cambridge Historical Commission:

It is limited to funding income-eligible homeowners and non-profits - though there is nothing in the CPA law that couples income eligibility with historic projects or non-profit status, that is simply what Cambridge chose to do.
