The Town of Shrewsbury is seeking a preservation consultant to aid us in
completing our first survey of historic properties.

Services
March 6, 2020 Introduction:
The Town of Shrewsbury through the Town Manager’s Office is seeking bids
for professional consulting services to assist the Town in completing a
community-wide survey of historic structures in the Town. The Invitation
for Bids (IFB) is available in the Town Manager’s Office at 100 Maple
Avenue, Shrewsbury, MA 01545 or by phone request to 508-841-8508 or via
email to AMartinez at shrewsburyma.gov.
Working on behalf of the Town of Shrewsbury, the person, or firm, shall,
starting with a list of 160 properties catalogued by the Town’s Historical
Commission and Historic District Commission (the Commissions), review town
records and consult with the Town to develop a list of properties to be
surveyed for historical significance. All services identified herein are
expected to be completed within 180 days of the award of a contract.
Scope of Services:
This survey has four primary components to be delivered to the Town:
1: Review Town archives and consult with Historical Commission and Historic
District Commission to develop a list of properties for this survey
(approximately 160 properties);
2: Develop and receive Town approval of baseline information, including but
may not be limited to, architectural features, materials, photographs and
related information of the structures to be surveyed.
3. Conduct the survey as agreed upon in component two producing a final
inventory database. The Commissions’ records and other Town records shall
be used where possible to reduce field time. The survey method that the
Town anticipates will be a “windshield” survey of the identified properties
with a more indepth review of the most historically significant properties,
which will be agreed upon by the Town and consultant. Under no
circumstances would the indepth review be required for more than 25% of the
properties.
4. Based upon the survey outcomes determine relative levels of significance
of properties inventoried.
Qualifications:
The Town seeks an individual or firm which has at least seven years
experience which has completed at least three, but preferably five or more
surveys containing at least 100 properties or structures.
Funding:
The Town has established a budget for this project not to exceed $30,000
for the Scope of Services.
Qualified persons or firms are requested to submit a quote to Alexandria
Martinez, Office of the Town Manager, via email to
AMartinez at ShrewsburyMA.gov no later than 1pm March 23, 2020. A contract for
the Services will be awarded by the Town to the responsive and responsible
bidder offering the lowest price for the services specified herein
accordance with MGL 30B.
