[MassHistPres] tools for historic commissions

Five of Brookline’s eight LHDs were initiated in response to demolitions that were delayed. Two more were triggered by a demolition or a proposed demolition before the town had Demo Delay.
A study report for an LHD extension, triggered by the delay of a pair of proposed demolitions, is being brought by the affected neighbors to the Preservation Commission in December.
The key is neighborhood generated support. There is an informal expectation in town meeting that at least 80% of the owners in the proposed LHD will sign a petition supporting it.
