[MassHistPres] Demolition Fees - any experience with raising them?

This 1813 federal period house at 279 Fuller Street in Newton was
demolished in June, promptly after the expiration of the 12 month demo
delay period.
The contractor, who reported that demolition would cost $26,000, paid a
fee of $520 for the demo permit.
In Newton the demolition permit fee is set at 2% of the reported cost.
That hardly represents the lost to the city of this well documented
historic home, nor the impact on the environment of sending the house to
landfill.
Have other towns and cities implemented a higher fee schedule as a
disincentive for demolitions?
