[MassHistPres] Section 106 Review for CDBG/ARPA funding

Hi Ralph,
CDBG grants are a HUD program and HUD is ultimately the lead federal agency
for purposes of Section 106. However, HUD has devolved some of its 106
responsibilities to borrowers or "responsible entities". See the attached
HUD memo.
