[MassHistPres] Demolition Delay - Age of buildings

In Hopkinton all structures over 75 years old are subject to review by the Historical Commission. We recently changed the Demo Delay from 6 to 18 months which gave the Commission much more leverage with demolition applicants. However the majority of impacts have been adjustment to proposed replacement structures. We have had difficulty convincing existing homeowners to keep the existing structures when they are determined to replace them but we have been able to get them to modify their proposed replacement structure.
We also have established protocol for determining "Historical Significance" whereby the property owner can petition the Commission to determine if a structure is "Historically Significant" without them having to file a demolition application. This is particularly appropriate for those properties that have multiple structures on a lot, particularly detached garages.

in Chelmsford we have a 12 month demolition delay on buildings 75 years and older. We have had some discussion regarding going to 18 months with differing opinions on the effectiveness of that change.
We find that the determined people/companies look at the delay as a bump in the road.
I would be interested if any other towns/cities have any tools to make it harder for folks to just wait out the delay period.
