[MassHistPres] Sale of town owned Historic building and Mass. procurement laws

Greetings everyone,
     Looking to hear if anyone has had an experience with an RFP for sale of a historic town owned building to a non-profit in which the town  claims MA. General procurement laws requires them to get  a certain amount  of upfront money,  Our bid at $1.00 with initial pledge of $20,000 to immediately stabilize the building was rejected on those grounds. The building has been neglected by the town for 30 years and multiple projects have been turned down.. Ours was the only RFP.  I believe now it will be put up for sale on the open market . It has no other protections other than our demo delay bylaw. ( Schoolhouse 1871)
