[MassHistPres] Bandstand restoration

In Townsend our Bandstand on the common is in our historic district 1. The bandstand was not stated specifically when the district was established. a local citizens group has formed to restore the bandstand , replacing rotten wood and removing lead paint. It is my thought that a certificate of appropriateness for like material maintenance should be filed, the group also wants to add back some of the original decorative features that show clearly in historic pictures of the bandstand, this to me is clearly something that would be considered a change from it's current day appearance. Do we need to go to town meeting for this structure to be named specifically within the district? Any thoughts about filing a certificate for future preservation efforts that may come forward?Thank you for any guidance in this matterAlisaChairTownsend Historic District Commissioner
