The Library of Congress has a substantial collection of Sandborn's digitized, which you can access by Town HERE<https://www.loc.gov/rr/geogmap/sanborn/states.php?stateID=23&Submit=SEARCH>. Many other states are covered HERE<https://www.loc.gov/rr/geogmap/sanborn/> via the dropdown menu.
The overall LOC home page for Sandborn's is HERE<https://www.loc.gov/collections/sanborn-maps/about-this-collection>.
Sandborn's are also available through the subscription service ProQuest. Licenses are given to specific workstations, which is why you will find them at Libraries. However, some university/college libraries provide access to ProQuest through their online services, which typically require a affiliation with the academic institution.

Check with the State library. I believe they have Sanborn maps.

I have experienced the same problem.
I assume you have tried the Library of Congress, but some towns within their collection remain under copyright. (Some do not)
My local library is unwilling to expand their ProQuest access due to cost.
I know the Berkshire Athenaeum has access but they were unwilling to give me a membership without appearing at the library in person. And they may require residency.
So I as well hope someone has a lead.
