[MassHistPres] paying for outside consultant review

Is anyone aware of any town in Massachusetts using Chap 44 Section 53G (or any other section of Mass General Law) to allow an Historic District Commission to require an applicant to pay for an outside consultant as part of a project review?  I know Planning Boards and Conservation Commissions can do that but wonder if it's possible for historic boards too.
