[MassHistPres] churches

One of our district's includes 3 churches. Recently a parishioner of one of the churches states that their hagiarchy has said they do not have to follow any guidelines of the Historic District. Is there any conclusive text anywhere that addresses this.Thank youAlisaTownsend HDC
