[MassHistPres] CPA funding for historic churches

Both Medford and Somerville have funded church-related projects since the
Acton decision. The projects have involved restoration of basic exterior
building elements such as doors, windows (non-stained glass), roofs, and
installing a handicapped accessible entrance. The religious organizations
are treated like any non-religious private organization that applies for
funding, as long as there is not religious imagery or a faith-based mission
implicit in the work that CPA is being asked to pay for. But for every
project it is best to run it by legal council before determining whether
it's eligible.
