If your community has Community Development Block Grant funds and runs a housing rehabilitation program, this could be a source of funding.  CDBG has income guidelines set by HUD, which means if they are income-eligible for the program, it is indeed a financial hardship – but that hardship is then negated because they can go through the program to get the work completed.  If they are not eligible for the program due to income, then one could conclude there is no financial hardship. If you don’t have a CDBG housing rehab program, you could still use the income guidelines as a determination.

The owner of a 200+ year old private home in our historic district is experiencing financial hardship in conforming to the Historic Commission’s guidelines for window replacement. Does anyone know of funding sources (grants, tax credits, loans) that might be available ease the financial burden? The property consists of a main residence and a rental apartment in an accessory building.


I am grateful for any advice you can offer.
