[MassHistPres] charging stations

There are charging stations, and then there are billboards. In Greenfield,
Massachusetts Stop and Shop put charging stations like this in the parking
lot. The stations have big screens that have changing advertisements. At
night they brighten up the whole place with flickering video. I'm not that
concerned about the aesthetic downgrade of a Stop and Shop facade, but in
an otherwise dark area, it would be on eyesore. In some areas, the stations
could be subject to local zoning rules on signs.
