I assume it is a local historic district and not demolition delay?

If an LHD you can have the ability to review the plans and approve the
replacement or not, assuming you decide to allow demolition.

If it is demo delay, you can delay the demolition if you determine that the
building is historic and preferably preserved and then you can agree to
waive the delay if they come in with plans that are appropriate to the site
and context.....that you feel comfortable approving.
