[MassHistPres] Gifting of historic town owned buildings RFP process

Hello Everyone.
    Recently I received excellent support from this list . Out town sent out an RFP for sale of a neglected 1871 schoolhouse declared surplus property. 
Our town administrator told us that under ma. 30 b procurement laws they had to accept a minimum bid, gifting to a non-profit was not allowed.  But I learned through this list  that was not true, read the law myself and called the procurement office.
    At town meeting there was a citizens petition indicating gifting of historic surplus property to non profits. Out town lawyer spoke to the assembly and said that only applies to private property.    Afterwards I questioned her and she said yes there is a way, but there is a process to be followed.  What?????

Does anyone have knowledge of the difference in the two approaches listed below. Certainly the RFP as crafted  by my town and graded for our non-profit would never have met the requirements.  What is the difference between structuring to resemble a bid or to resemble an RFP for supplies or services.?   How do other towns handle this.?
