Jay,

The state building code uses a percentage (25 - 30% as I recall) of the
building being modified that allows demolition requirements to kick in. If
you are looking to create an ordinance with teeth that can be used before
an action is taken you will need to be more specific than "the act of..."
as you can look at plans and take measurements but "the act of..." is
likely to only come into play after someone acts upon a building which
would then be demolished.
