[MassHistPres] adaptive reuse

The Town of Whately is considering issuing an RFP for sale of a vacant
historic school. The Historical Commission will recommend to the
Selectboard a preservation restriction that would protect the exterior of
the building, other than essential accessibility modifications. This would
allow a private owner/developer to apply for historic preservation state
tax credits and CPA support.

We're interested, however, in learning more about how other municipalities,
particularly small towns with little or no dedicated staff support for
preservation, have been successful in adaptive reuse efforts for municipal
buildings no longer suited to the town's needs.
