Ditto Charles' response that use cannot be regulated by historic district commissions. Zoning regulates parking. If perceived over-parking on a lot seems to be an issue, then this is a topic that needs to be taken up from a zoning perspective, not an LHD one. If properties are being over-parked in violation of existing zoning ordinances regulating such activities, then it is a zoning enforcement issue.

You may want to review your districts' design guidelines to see if you are still satisfied with the manner in which hardscape (pavement, walkways, parking areas, etc.) and landscaping are addressed.

Historic district commissions cannot regulate use, but just about every publicly visible feature of a parking lot in an historic district can be subject to regulation. Pavement, curbs, curb cuts, lighting, fences, retaining walls and the like are all structures requiring review. So is landscaping with berms or plants intended to screen a facility from public view.

The Town’s Historic District Commission is interested in regulating parking in the two local historic districts.  The reason is that we have such a strong demand for housing from the off-campus college students that a ‘typical’ residential property also accommodates more vehicles than expected.



Are there examples from other Local Historic Districts were parking is subject to review?  Thanks so much.
