I suspect LHDs are just at the beginning of an onslaught of mini-split systems, for which some commissions may not yet be sufficiently prepared.
Too often installers don’t bother with permits and/or the permits do not trigger LHD review — leading to applications for retroactive approval of poorly placed units and piping, with claims of hardship if changes are proposed — and then claims that the Commission is on the wrong side of climate/energy issues.
Commissions may also be technically ill-prepared to address arguments claiming that the exchanger has to be in some visible location and/or that the piping must be external and conspicuously run.
It would be good to hear from commissions that have developed or are developing guidelines and regulations related to this problem — and made them known to all LHD residents.
