[MassHistPres] Advisory committee and/or consultants

Chapter 40C, 10(h) allows for consultants to be hired by Historic District Commission. The Westport Historical Commission bylaw allows for an advisory committee for the Commission to be recommended to the Board of Selectmen.
----------------------- We would appreciate if you could advise us on your experience with "consultants" and with "an advisory committee." Specific questions: 1. Can unpaid consultants be used, i.e., does that fit into the Chapter 40C 10 (h) which uses the word "hired"? 2. If people volunteering to do work for the Commission meet together is it subject to the open meeting law regulations? For example, to act as a working group to review the historic inventory as to completeness, or do research on particular historic buildings, and the like. 3. Are there any conflict of interest provisions you have felt necessary to apply? For example, if an architect works in the historic district, can s/he be hired to review projects other than those s/he works on, or would such an architect not be able to be hired (as a volunteer) at all?
