[MassHistPres] Historic District Commissions -- Review always before Inspectional Services

State law provides no guidance for the sequence of reviews by zoning boards, planning boards, and historical commissions. In Cambridge the BZA and the Planning board generally recognize that the Historical Commission conducts a more stringent level of review, such as under the provision of 40C allowing imposition of additional dimensional and setback requirements than allowed by zoning ordinances, and so advise applicants to get CHC approval first.

Are the order of operations for review by historic district commissions the same for all towns? Does the HDC always come before permitting/inspectional services/planning board? Is this codified in state law?
Here in Hopkinton, our HDC reviews the project before permitting, but I realized yesterday that I don't know if the process is standardized.
