[MassHistPres] Collapsed historic building in the historic district

A historic building in the Westport Point historic district has collapsed due to neglect and partially fallen in the river. It needs to be removed. Who should remove it and what authority does the Historical Commission have with regards to that process?  Does any town out there have experience with such a situation?
