[MassHistPres] Demo by Neglect

Hello all - I suspect we have a property owner who has intentionally not
weatherproofed a single family home over 100 years old because they are
seeking to have it condemned so they can build a new duplex in its place.
Our town has a demolition delay bylaw, but it cannot be invoked if a
property has been condemned by either the Board of Health or by the
Building Inspector.  What if anything can be done to prevent this?  It is
demoralizing to watch to say the very least.  We lost a second empire
victorian in 2021 by this exact process and I'm sure the owner of this
property was taking notes.
