[MassHistPres] Historic Memorials and Markers

Hi,

I am a member of the Town of Sturbridge Historical Commission, and the
Historical Society.  It was recently suggested that a Historic Memorial &
Markers Committee/commission be started in order to provide policy and
procedural guidance when suggesting, qualifying, placing a sign, memorial,
or exhibit educational base. This is the result of not having the mechanics
in place in town to  provide this, and recent desire to do so. Has anyone
had experience in setting up such a group, and putting together policies
and procedures?  Would this be a stand alone group, or be a sub committee
within an already exisitng committee?  Three recent events secured CPA
funding, and Selectmen approval, but one met with some balkiness from
FINCOM due to the fact that the projects were presented by an individual,
myself, and not a committee.  I have chosen to have that particular project
postponed till a later date, however the other two were passed at town
meeting.
