[MassHistPres] Protecting 19th century road sign -- CT example

I used to live in Ridgefield CT and the town encloses its Cass
Gilbert-designed fountain every winter to prevent further damage.  It's a
much larger object, but their DPW might have some ideas.  I don't have a
contact # unfortunately.
