[MassHistPres] LHD fee

Albeit with no explicit formal policy, Brookline has generally requested that neighborhood LHD proponents fund and/or significantly participate in the drafting of most LHD study reports as there have not been staff resources to do it.  Absent that, there has been no fee charged.
