[MassHistPres] Mass Audubon demolishes 1696 house in Natick

Hi Kate, owner approval is not needed for a local historic district even a
single building local historic district.  This tracks with the way many
"local landmarks" are established around the country.  It is just that our
state law doesn't call them local landmarks.

The establishment of a local historic district is a decision of the local
legislative body through the local democratic process, whether it is for
one property or 1000.
