[MassHistPres] Demo delay ordinances and large projects/long timelines

Hi, my planning role includes staffing the Watertown Historical Commission. I'm interested in how other commissions with demolition delay ordinances deal with large projects that can take 2-3 years to get to the demolition permit stage. Two scenarios: 1) large lab or residential project where there is a lengthy period between planning the project and getting zoning approval/funding, with the existing tenants in place during this time; and 2) large municipal project, e.g., new school or municipal building, with significant time spent in design/community process, etc. Do any of your commissions give advisory opinions or provide comments at an early stage? Do any of you have a public hearing/determination based on early plans? (and do you do that even if the proposed demolition could be years away) Thanks!
