For what it's worth, you might want to explore this issue with
various contractors. We have had experience with the removal of
cement-asbestos roofing material -- which is the same thing, it used
to be called "Transite" -- and found that because the asbestos was
encased in the cement it was deemed by town officials to be suitable
for minimal special treatment and ordinary landfill disposal. It
was more expensive to remove than ordinary shingles but not one of
those deals with guys working in space suits.
Too bad about the asbestos content because otherwise it is great
roofing material -- 80 years and still counting in one case.
A now fibreglass reenforced version called Eternite is widely used in
Europe.
