[MassHistPres] asbestos removal contractors?

Could anyone give me the source citations for asbestos removal, or a lay
person's guide to? We have recently seen a demolition permit accompanied by
an asbestos removal survey citing a threshold 1% of material. I assume, but
am not sure, that this removal is needed for demolition, but is not a
