[MassHistPres] Demolition Delay Bylaw - costs

Hi,
 
Has anyone tried or considered using a fee structure imposed on the demolition permit
applicant as a way to help offset the cost of administering and abiding by this bylaw?
 
Or is this even possible?
 
The idea would be to help fund the efforts associated with completing Determinations of Applicability - hiring consultants when needed and to help cover costs associated with Public Hearing expenses.
