[MassHistPres] Demolition Delay Bylaw - costs

Chatham Building Dept charges $150 for a demolition application for a
historic building over 75 years, but the fee simply goes into the town's
coffers and is not directly applied to the Historical Commission's costs.
The fee is in line with other fees charged by the dept. The Commission's
costs are part of the dept budget.
