The most intangible, but very real, benefit of a Demo delay are the cases
where a developer is put off from buying a property because he cannot
afford the loss of time.    You tend not to even hear about the many times
that happens.  The success rate once stay is imposed is not going to be
high as the applicant has presumably determined he can afford to wait if
necessary.   In regard to the duration of delay, six months is easy of
factor into the normal permiting process, especially in a winter climate.

Brookline has revisions to its by-law before Town Meeting next week that
would extend the duration to 18 months for National Register properties,
but keeping 12 months for non-NR.
