[MassHistPres] Use of Demolition Delay Bylaw

To add to Roger's comment, except for having saved the Coolidge  
Corner theater, the most important result of our DD has been that  
each of our recent three new LHDs was triggered by multiple DD cases  
and the 12 month delay made it possible to get the LHD to town  
meeting in time to save most of the threatened properties.  Thus far  
there seems to have been no opposition to the 18 month extension  
which is being presented (honestly) as a way of allowing both sides a  
more orderly LHD creation process.

We have about 30 demo applications per year of which about 10 come to  
the commission and over half of those that do are eventually  
demolished -- often with the applicant not even bothering to talk to  
us.  Of those not demolished maybe half just wanted to get the DD  
application "out of the way" just in case.
