[MassHistPres] NCD help needed

In Cambridge, the Avon Hill NCD regulations recently underwent an extensive
study in response to a petition from 18 property owners on one of its
boundaries seeking to be excluded from the district. The Study Committee
established to address the petition encouraged a great deal of neighborhood
dialogue, sent out questionnaires to homeowners and held a series of public
meetings. We did elicit information about what the community perceived as
the issues and problems arising from current regulations as well as the
conduct of the NCD Commission. Much of this information is included in the
Avon Hill NCD Boundary Study whose URL is below. Charles Sullivan and Sarah
Burks of the Cambridge Historical Commission, who staffed the committee and
who also deal with Cambridge's four other NCD's and one now proposed, would
be excellent resources.

Hi all,
The Wellesley Historic Commission is trying to gear up and sponsor a bylaw
change at our town meeting next spring to enable NCD's (Neighborhood
Conservation Districts) in Town. We have a neighborhood that is very
interested in being our "test kitchen" for this and our Planning Board is
willing to co sponsor. We've talked to a gentlemen from Lincoln about their
experience last year successfully passing this.
I am looking for any other help you can give so we have the best shot at
being successful. I expect some opposition from people worrying about:
potentially losing their rights as homeowners to make choices to renovate/
expand their homes, questions about real estate values and comparisons to
Historic Districts... Anything you have run across would be appreciated.
