[MassHistPres] NCD help needed

 Hi all, 
The Wellesley Historic Commission is trying to gear up and sponsor a bylaw change at our town meeting next spring to enable NCD's (Neighborhood Conservation Districts) in Town. We have a neighborhood that is very interested in being our "test kitchen" for this and our Planning Board is willing to co sponsor. We've talked to a gentlemen from Lincoln about their experience last year successfully passing this. 
 
I am looking for any other help you can give so we have the best shot at being successful. I expect some opposition from people worrying about: potentially losing their rights as homeowners to make choices to renovate/ expand their homes, questions about real estate values and comparisons to Historic Districts... Anything you have run across would be appreciated.
