What if several municipalities got together to request funding for an
engineering study on the cost/benefit tradeoffs of repairing existing
historical windows vs new "energy efficient" replacements?
We've all lamented the lack of numbers to prove the merits of the
historical materials. Maybe we could generate some authoritative ones.
