	I recently discovered that through my town library, via Sails 
collaborative, via more layers of library consortiums, I may access 
and search the entire Boston Globe articles database back to '93 and 
farther as they add older material for no fee.
	The journal of Vernacular Architecture Forum and other 
history resources are on JSTOR <jstor.org>, a scholarly journal 
archive on the internet.
	Can any one here tell me if JSTOR is available by some 
LEGITIMATE channel that an unpaid, un-budgeted for, volunteer, 
historical commission appointee (a municipal official) may have 
access to  such as an MHC subscription or MMA or other?
