JSTOR is available through the Boston Pubic LIbrary, so if you have a  
BPL card you can access it over the web. According to the BPL web  
site, any resident of Massachusetts can get a BPL card -- you don't  
need to live in Boston.

You can sign up for a temporary card on the web:
http://bpl.org/general/circulation/ecards.htm

Then you use your card to login to JSTOR here:
http://ezproxy.bpl.org/login?url=http://www.jstor.org/search/
