The Massachusetts Historical Commission has an extensive, almost
comprehensive, collection of the local historic district bylaws in
Massachusetts.  However, if you are revising your local historic
district bylaw, I would use the MHC LHD sample bylaw as your model and
not stray much from it.  Chris.
