[MassHistPres] demo delay list based inventory

Hello all/  Monday night we are having a public hearing on properties built between 1901 and 1939 for a demo delay list based inventory ( our ordinance was a combo of age based and list based; our City Council allowing for properties built 1900 or earlier to be automatically included, but wanted a list for the other years)  My question:  if someone says they don't want their property on it.... what do we do?   what clout/leverage/ legal standing would the Commission have to tell them they have to be included..... thanks.
