[MassHistPres] Celuca windows

I had never heard of Celuca and when I googled it I found it is a
"foam-filled supervinyl" window. Based on that, it should be a simple
answer based on your commission's view of vinyl windows. Another
"wonder-product" that no doubt claims to save money on heating costs. I
suppose you could point out that if it is simply a vinly sash filled with
foam its insulation value will, at best, equal the density of the wood.
Perhaps others with more techincal expertise will have a better answer.
