Also called Celuka -- It is a variation on ordinary PVC which is
extruded into thicker shapes because under a smooth exterior skin it
has a foamed core. This would make it stronger -- per a comparable
weight -- and better insulating (but only with respect to the frame
not the much larger glass area). However, PVC is still considered a
hazardous material in some European countries (unfortunately for
them, Europe has also been the epicenter of the development and use
of PVC window technology) and it is still subject to UV degradation
in the long run.
It seems to be being pushed by traditional low cost PVC replacement
window companies like Newpro.
And, of course as insulating glass windows they are guaranteed to
fail in 15-25 years and will need replacement. That's why they are
called "replacement windows".
