I can't make any recommendations with regards to quality, but a very quick  
search on Google (overhead carriage style garage door) finds many many many  
options for overhead opening carriage-style garage doors.  Below are links  to a 
few (remove the quotations from each end, copy and paste into your search  
bar and add the requisite http:\www to make them active links) with 2 articles  
first and then a few manufacturers as examples.
 
There are options galor with regards to style, material and price so due  
diligence and research (as always) will be needed, but it shouldn't be difficult  
at all for your neighbor/applicant to find suitable replacement doors that  
provide an acceptable look for approval by your commission while providing the  
ease of overhead operation for use with an automatic opener.
