Roberta,

Interesting question.  Some of those things (stone walls) are covered under 
our scenic roads bylaw, which in our community the oversight belongs to the 
Planning Board.  The two instances that we have stone walls and foundations 
(among others) both involve 40 (b) applications - which MHC tells us can be 
overruled by the exercise of a waiver from the local ZBA.
